Limit 3: Hospital Bill During Admission

The 3rd limit caps the amount of reimbursements an eligible holder can claim depending on the cost of his medically insurable event. Limit 3 caps the claim to at most 30% of the hospital bill, to limit over payments and ensure that a holder still remains responsible enough to save up for his health finances instead of being reliant on a particular insurance policy.

Limit is increased to 50% if an address filing for claims perpetually HODLs at least 1 governance token for a minimum of 1 year (to be released in ETH) in the same address.
